The way I understand bureaucracy, there is not only no “forcing” of officials to do anything but typically people are hired specifically for those roles. So actually, they are very happy to be doing it because otherwise they would be out of a job. And what actually happens is that an entire industry – a racket basically – is created around a government policy. The bigger the racket the more difficult it is to dismantle because so many people are grifting off it.
