I reject this premise totally. It is clarion call for Tories, not based in reality.
The practicality of being the sitting government will lead to any number of ideological compromises. You really cannot be a credible government if you lay out a stall of things that will be impossible to do. With 30 years of brainwashing for the Civil Service, Public Bodies, Media, Unions, etc we need to concentrate on stopping the juggernaut, and reversing ‘direction of travel’. Some of those will be big reverses, like ECHR and Equalities Act, but we must not get overwhelmed by everything in detail. Its just squirrels that the blob will use to tie us in knots.
