Steve Bell’s cartoon isn’t a reference to Shakespeare. It refers to a 1965 photo of LBJ where he’s lifting his shirt to show reporters his surgery scar (google images “lbj showing scar”), and a cartoonist recreated that scene with the scar shaped like a map of South Vietnam. The reference might be a bit too obscure for most readers, but it isn’t anti-semitic.
